The year is 3329, and the world is in peril.

     On the first day of Spring, leaders around the world came together in order to sign the World Peace Accord, a treaty consisting of all of the nations that remained following the Great Planetary Event of 3018. All of the world's leaders were present in the New Zealand Republic of Russia's Moscow Kremlin on that faithful morning. The United States of Americanada President Smedley had long been preaching caution prior to this event, claiming that the Secretary of Psychic and Magical Energies had a vision of a catastrophic event during the signing itself. The signing took place during the spring equinox as a symbol of the dawning new age. As the leaders took the stage, press gathered to record the event, cameras flashing, keyboards tapping, and recorders recording. When President Smedley walked to the podium, massive clouds began to gather overhead, and all electronic devices began to sputter and stammer. Satellite links began to fail and thunder rumbled over head. The speaker system began to thrum and emit a high pitched squeal, gradually increasing in volume until the entire crowd could feel the vibrations of the electrical current underneath their feet. High General Jonathan Oswald Rayner, leader of the Greater England Military Stronghold, comprising the former nation-states of England, Wales, Ireland, Scotland, Portugal, Spain and the southern half of France, quickly left the stage and assembled his soldiers at various points along the crowd's edge and core in order to maintain the peace that he was so well known for maintaining.

     Fire began to rain down from the clouds, shards of the satellites remaining in space falling along side the rain.  The crowd began to panic, screaming and looking for any cover possible in which to take shelter. Amidst the turmoil a booming voice began to echo across the PA system. It spoke in strangely accented Democratic English, most people of the time now speaking The Language of Truth, yet it commanded everyone present to stop and listen to the words that it was speaking. Reports of this event are justifiably varied and there are several accounts of the exact words being spoken. Below are several reports of what were said.

"I, Rasputin, Voice of the Outer Gods, have returned. Peace begets complacency. Complacency begets lethagry. Lethary begets oppression. I have been charged by the true powers to save you from yourselves. Through terror and tyranny you shall be saved, and the world will be prepared. Know me, and tremble".

"I, Rasputin, Voice of the Outer Gods, have returned. The countrymen of those who betrayed me will no longer be allowed to control and terrorize the world I sought to protect. My vengeance will be swift. My justice will be harsh. My cause will be true. No one will be spared".

"I, Rasputin, Voice of the Outer Gods, have returned. To offer low, low prices on brand name appliances! Act now and you can receive my Death of Freedom special, 0% financing until the apocalypse! These deals are practically making themselves! ACT NOW!".

     We are fairly certain that the last statement was a false one, but reports are mixed. We do know for certain of the events that transpired after this speech. Tentacles made of flesh and metal curled down from the heavens and pulled people from the crowd up into the clouds, screaming in terror. Lightning crackled down from the sky and struck the walls of the Kremlin. Instead of the walls being destroyed, or even damaged, they took on a glassy hue and began to look as if the walls were alive, pulsing with bones and black ichor. The floor underneath the Kremlin began to heave and buckle. The castle began to shake and rise out of the ground, seemingly supported by nothing more than brimstone and clouds. Forms with horns and wings began to fly around the parapets, beings made of flame walked the walls as if they were guards. Above it all, a form coalesced at the highest point, arms stretched to the heavens. The final thing heard before the castle floated westward was a lasting laugh, sounding the same as the one that spoke before. 

     This is where we stand gentlemen, on the brink of destruction. That is why this project was formed. Only to be activated in case of dire emergencies, events of world impacting proportions. This project started after the second World War, a joint effort between President Roosevelt, Winston Churchill, and Joseph Stalin. We planned to take the DNA from the greatest leaders and figures that existed throughout history and form a task force that could be programmed and re-engineered for causes the rest of the world was too weak to defend against. We further benefited from the reintroduction of magic in the world due to the Event of '18. Your manipulated DNA absorbed the blast's energy and made you even more of a force of righteous fury.
